The negotiations aim to alleviate restrictions in this vital waterway in exchange for potential US sanctions relief and the unlocking of frozen Iranian assets. There is also a possibility that these talks could pave the way for a temporary framework agreement, which might be followed by more extensive negotiations on Iran’s nuclear program.
Iran is reportedly advocating for increased oversight of shipping activities through the Strait of Hormuz, suggesting the implementation of transit tolls and designated maritime routes. However, the United States has firmly rejected the idea of a toll system in this international passage. US Secretary of State Marco Rubio has clearly stated that Washington will not tolerate Iranian control over commercial shipping access through the strait, while President Donald Trump continues to pressure Tehran regarding its stockpile of highly enriched uranium.
Iran seeks a comprehensive agreement encompassing a permanent cessation of hostilities, a phased lifting of US sanctions, compensation for war-related damages, and assurances against future military actions. Qatar has emerged as a direct mediator in these talks, with Pakistan maintaining its key diplomatic role. There are also indications that China might be considered as a guarantor for any future agreement.
Several Gulf nations, such as Bahrain, Kuwait, Qatar, Saudi Arabia, and the UAE, have expressed opposition to Iran’s proposed maritime authority for the strait, cautioning that such a move could enable Tehran to exert financial and strategic pressure on global shipping routes.
