European Leaders Must ‘Act Accordingly’ to New US Doctrine

European officials have concluded they must adjust their strategies in response to what they characterize as a fundamental shift in American foreign policy doctrine. The assessment comes as Donald Trump pressures Ukraine on territorial concessions while making inflammatory statements about European immigration.

Trump’s proposed Ukraine peace framework would require President Zelenskyy to cede land to Russia within an extremely compressed timeframe. US envoys have reportedly given Ukraine only days to respond to terms that would exchange concrete territorial losses for unclear American security guarantees. Trump’s public characterization of Russian military superiority has raised concerns about whether the United States remains fully committed to Ukrainian sovereignty.

The president’s rhetoric about Europe employed explicitly racial framing regarding immigration and demographic change. Trump claimed that European nations are “destroying themselves” through immigration policies, using language that emphasized populations from Africa and the Middle East. His characterization of major cities as having become “not viable” due to diversity has been identified by analysts as echoing extremist conspiracy theories.

London Mayor Sadiq Khan received particularly harsh personal attacks from Trump, with the president using severe insults while criticizing London’s evolution. Trump’s focus on demographic shifts and his harsh language toward London’s first Muslim mayor have been widely interpreted as connected issues. Khan characterized Trump’s continued attention as an inexplicable obsession.

European Council President António Costa stated that Vice President JD Vance’s Munich speech and Trump’s tweets “have become official doctrine of the United States, and we must act accordingly.” This recognition of a fundamental policy shift has accelerated European efforts toward strategic autonomy. German Chancellor Friedrich Merz emphasized that Europe can manage its own democratic affairs, while EU officials described the White House approach as provocative. Pope Leo XIV warned that Trump’s stance threatens the transatlantic alliance, with European discussions about independent security capabilities advancing rapidly.
